He might just want to have the option to go out. I mean he still likes his little house, but he likes to be able to go out if he wants to. It’s like sometimes you don’t want to go into a certain store in the mall, but you wouldn’t want someone to tell you that you couldn’t go in. And it’s most certainly not too early to get him out to play. After all, the sooner you start playing with him, the faster he’ll warm up to you.

He likes his own space inside the cage. Leave the cage door open and let him work on coming out by his own choice. Just go on with your day and leave his cage open so he gains the courage to come out himself. It being a new place he really hasn’t had alot of time to get to know you or this new place he lives in.

In the cage he feels safe and secure. Give him time to get used to his new surroundings and realize you mean him no harm.

ok so the reason he does this is because, the cage for your budgie, is like a safe place, where he has plenty of water, food and “protection” from you and other preditors around, like a cat or doh, or other wild birds flying around.
It’s like when your rents wake you up early morning to go to school :p and all you want to do is go back to bed :p
So just give your budgie some time and hell soon want to explore his surroundings. Instead of takin him out of the cage, leave the door open so that he has the option to go out when he is ready.
    Hope this helps

He like a lot of other pet birds are cage territorial! As you play with him and handle him he should come around.
