I have some Cockatiel Questions?

I just got my cockatiel today, and I read a lot about care and stuff, but I still need help. Hes about 5 months old.

What does it mean when my cockatiel…
-fluffs up it’s feathers?
he’s fluffing up his feathers a lot lately. I just got him today.
-he hisses?
I know it mean hes threatened, but should I still try and touch him? or should I stay away? Sometimes he hisses when I’m near the cage. Sometimes he’ll be completely content with me petting him, then he’ll start hissing.
-he tilts his head to the side?
it probably means nothing, but I’m just curious.
-he squeaks.
sometimes, he makes a small noise, and sometimes he makes a louder noise.
-he stays on one side of the cage.
it might be because my bed is on the other side of the cage.
-he goes in the corner. :|

Questions.
-how come hes not playing with his toy?
I got him a toy, and hes completely steering clear of it. He is right next to my bed, and the toy is on my side, so that might be a reason.
-he hasn’t touched his food yet.
I’ve been hand feeding him a little, but its really not enough to fill him. I put a piece of banana in his dish, and a strawberry, but he hasn’t even nibbled them. He hasn’t drunken anything either. It might be because he has to get used to his surroundings, but I’m not sure.
-how do I know, if putting my hand in the cage is doing anything?
people are telling me to put my hand in the cage for 10 minutes, to get him used to me, but I don’t know if thats doing anything.

Please please please answer! I can use all the help I can get.
Any other cockatiel advice is welcome!

I came home and put them in their new cage, but both just sit down on earth and arent doing anything I tried to delete it, but just kind of worked on my hands and are very frightened when I come near them. and when they are left alone, you just sit l? without doing something. I am very worried for them to do that the guys have ideas on what to do to grow and make them feel more? convenience? Thank you!

Tips on taming and training cockateil?

I just received today my cockateil. It is 5 months. It's kind of shy and Sibila when I put my hand in his cage, but she doesn 't bite when I take. It remains in my hand for about 2 minutes then flies away. I did just stop someone its wings with a paper clip about 10 minutes ago.
