How old is this bird, young get one of its wing clipped, then lots of handling and talking to it wont be long you should see some results

    If the bird was hand fed, then it should be pretty tame.
    If the bird is skittish when you come near its cage, you’ll have yourself a “distance” relationship with it. However, if you just sit next to the cage with the cage door open, it may get curious enough to want to check you out, but will only do this on their terms. You can’t force this on them.
    You can clip it’s wings, try to put it on your shoulder and walk around a small room until the bird becomes more comfortable with you. Try to rub its head, talk gently to it, and try to hand feed it. My birds love mashed potatoes and will eat them from from fingers.
